[Spce-user] rtpengine: Adjust video transcoding during call

Hi all,

once rtpengine now offer transcoding based on libavcodec, libavfilter,
libswresample,
how about video adjustment during a ongoing call based on bandwidth/RTCP
data?

Specific: i want to change the resolution,Frames/sec in a h264 video during
the call to lower the bandwidth if needed (based on RTCP data).
