[Spce-user] force outbound calls to peer issue

Sven, it is possible to install mr7.1.1 from scratch and migrate data
from old machine, otherwise the upgrade would have to go in steps:
mr5.5.3->mr6.5.3->mr7.0.1->mr7.1.1..
