Ok, I found this question has been asked already. So you are saying that
in the INVITE to 2nd peer the TO header is incorrect like this:
> INVITE sip:Tenant-Failover2 at ClientIP2:5060 SIP/2.0'
> To: <sip:Tenant-Failover1 at exampledomain.com>'

Should be:
To: <sip:Tenant-Failover2 at exampledomain.com>'

Do I understand you correctly now? What NGCP release?
