[Spce-user] fail at reboot/boot netfilter-persistent.service

service keeps failing at (during) boot

netfilter-persistent.service

I only made 2 additions to the firewall within the config.yml

        - '-A INPUT -i ens192 -p udp --dport 5070 -j ACCEPT -m comment
--comment "5070-udp"'
        - '-A INPUT -i ens192 -p tcp --dport 5070 -j ACCEPT -m comment
--comment "5070-tcp"'

 permit_support_from:
   - 100.55.55.49

I did have fail2ban installed but removed it

After boot is complete, I SSH in and start the service with no issues
systemctl start netfilter-persistent.service

Why is it not working at reboot/boot ?
