[Spce-user] Billing with prefix not working

Fixed quite some time ago https://github.com/sipwise/rate-o-mat/issues/1 . Not backported so upgrading to a newer version will do the trick.

Hi, I'm on mr6.5.3 and I uploaded billing fees in prefix form, after that rate-o-mat stops with "INFO: Caught DBI:err 1690" and

"DBD::mysql::st execute failed: BIGINT UNSIGNED value is out of range in '(_i at 8 - 1)' at /usr/sbin/rate-o-mat line 1590.
May  3 12:33:40 spce (info) rate-o-mat[21444]: FATAL: FATAL: Error executing profile info statement: BIGINT UNSIGNED value is out of range in '(_i at 8 - 1)'" 

This error seems to be produced by function getbilling_fee_id. If I call it with the same parameters directly I get the same error:

MariaDB [billing]> select get_billing_fee_id(6,'call','out','31490000000 at 1.1.1.1 <mailto:31490000000 at 1.1.1.1> ','31880000000 at 2.2.2.2 <mailto:31880000000 at 2.2.2.2> ',NULL);
ERROR 1690 (22003): BIGINT UNSIGNED value is out of range in '(_i at 8 - 1)'

The fees in profile 6 look correct. Will it help to upgrade to mr6.5.4?
