[Spce-user] Peer Probing problem

Hi,

I've set couple peers on SPCE with probing enabled. But, calls still going
to dead peers.

UP id=7 name=GT 1 uri=sip:XXX.XXX.119.198:5060;transport=UDP
UP id=1 name=Virtual 1 uri=sip:XXX.XXX.65.164:5060;transport=UDP
UP id=10 name=Vox IP 2 uri=sip:XXX.XXX.12.175:5060;transport=UDP
UP id=8 name=Vox IP 3 uri=sip:XXX.XXX.34.132:5060;transport=UDP
UP id=9 name=Vox IP 4 uri=sip:XXX.XXX.15.111:5060;transport=UDP

Peer id=11 suppose to be the first route on peer group.
When peer id=11 stops, SPCE keep sending INVITE to it for 30s or so, until
failover to next one.

Any hints to solve this?
