[Spce-user] Change IP SIPWISE Server

Hi,
make sure that /etc/network/interfaces is build properly for you and 
your network environment before applying:

1. change network.yml
2. ngcpcfg build
3. cat /etc/netowork/interfaces
4. ngcpcfg apply "change ip address"
