Do you use some specific upgrade procedure? This file '/usr/bin/ngcp-panel-create-keys' is shipped in ngcp-panel-tools package. So either this package wasn't updated to 8.5.1.1 or 'ngcp-panel-create-keys' was deleted.

Could you check the version of 'ngcp-panel-tools' and if the file '/usr/bin/ngcp-panel-create-keys' exists?
