So here is the reason - package isn't installed. I can't say the reason but it's not a normal case as ngcp-ngcp-ce depends on it:

root at spce:~# aptitude why ngcp-panel-tools
i   ngcp-ngcp-ce        Depends ngcp-config-ce                    
i A ngcp-config-ce      Depends ngcp-support-access | ngcp-support
i A ngcp-support-access Depends ngcp-panel-tools (>= 7.1)         

You can try "apt --fix-broken install" to fix broken dependencies.
