[Spce-user] Editing billing fees through SQL directly

Hi Jiri,

Sipwise REST API is stable, with backward compatibility.
DB schema is a subject for changes without notifications.

Local DB changes are often an issue for upgrade to the new releases. It
is highly NOT recommended to change DB directly.
