[Spce-user] New Sipwise C5 CE mr9.5.3 is now available

Thanks, but I started with 9.5. clean install, so no upgrade from 7 or
so... anyway. I do not have user "sipwise" in the system, but
directory in "/var/sipwise" is presented. This is not giving me sense.
