[Spce-user] New Sipwise C5 CE mr9.3.1 is now available

This is to inform you about the availability of the new Sipwise C5 mr9.3.1!

mr9.3.1 is the last build of release mr9.3.
Release mr9.3 will be supported until mr9.4.1 is released.
