[Spce-user] SPCE 10.2.1 billing DID at a fixed monthly rate

We have 10.2.1 of CE version installed and I just have not found where to set up a monthly billing per DID per customer per month. All the rates and call charges are done but for the likes of me I cannot find anything to include a monthly rate per DID per Subscriber per month. Can someone point me in the right direction please?
