Yes, they are prepaid subscribers -- still testing at this time. I
understand that they may show up zero cost but the subscriber balance does
not reduce by the amount of the call.

I will try to set the subscriber as postpaid and see if that makes a
difference. I do need them to be postpaid and bill generated afterwards
just currently testing out a scenario where I can control a postpaid
carrier using prepaid amount limit to ensure that calls are rejected after
a certain level of risk exposure.
