[Spce-user] [EXTERNAL] Carrier codes

Dear Dana.
CIC codes are assigned to the switch on the SS7 network and are not related
to SIP.
There are commercial MediaGW that interface with SS7 networks and SIP soft
switches that do the job and can handle the providers' assigned CIC numbers.
The NGCP can transport this information, which needs to be "managed" by the
overmentioned MGWs.
