[Spce-user] [EXTERNAL] incoming Session fails using ngcp CE mr12.4.1 and SIP.js

Hi Pa Ka.
I suggest always updating the system to the most recent LTS; in your case,
Mr12.5.1 was released at the end of September.
About this error: Could you check the RW rules applied, and the CLI
received from the peer? You can see this information in the logs when
verbose is activated for the proxy.
