[Spce-user] [EXTERNAL] Re: mr12.5.1 - default administrator can't edit peering servers

I am referring to mr12.5.1, but it also happens on mr10.5.1

I did not try the API directly, but when using the new panel, the
peering-server options do not show up.

Also using the API I could not create the peering groups and servers until
I changed the administrator role to add "is_system"
