Hi Mario,

I think that you are referring to banned subscribers or IPs, not the locked
ones.
Locked are subscriber that are not able to perform some kind of calls
because restricted for some reason.
Banned are instead the ones that are temporary blocked because failed the
login or did too many attempts in a certain amount of time.

For the banned ones, you can use APIv1
 * BannedIps
 * BannedUsers
or APIv2
 * bans/registrations
 * bans/ips
