[Spce-user] Allow not assigned SIP domain registration

I think, it is lost. If you make mistake with SIP domain, only way is
terminate subscribers and regenerate them.
Header manipulations are not possible on CE I think.
Even in GUI, if you try to change domain on subscriber, you get:
Subscriber with this username does not exist in the domain. (SPCE
11.5.1). So I am very unsure, what happens if domain will be changed
through API...
