[Spce-user] Free Time and Cash

I was hoping to get a bit more information on how the interval free
time/cash worked.  

If I specify 500 minutes (30k secs) free, will any entry in the billing
fees that has free time checked pull from that pool of free seconds?  Or
is it each entry will have that "free" time associated with it?
