no the problem is not that.
Asterisk is listening in the address stated in config.yml kamailio is listening in both adresses (127.00.1 and the external) but when sending to voicemail, kamailio tries to call to 127.0.0.1 and asterisk is not listening in the loopback.
is a good idea to force 127.0.0.1 in the template?

It's actually listening on the IP specified in networking->eaddress in
/etc/ngcp-config/config.yml.
If you changed that, then execute "ngcpcfg apply" to re-generate the
configs from the template files. You could also double-check what's in
/etc/ngcp-config/templates/etc/asterisk/sip.conf.tt2 to see what's the
tag being used in the bind address.
