You can go to "Number Management" -> "NCOS" to define classes of
service. Just give it a unique level name (numbers are often used) and
specify if you want to blacklist (everything allowed by default) or
whitelist (everything denied per default) numbers. Then you can assign
it a list of regular expressions matching destination numbers which will
be blocked (blacklist) or allowed (whitelist).

In the subscriber preferences view you will then see the NCOS Level
names in a dropdown box and you can also set them via the SOAP/XML-RPC
interface using set_subscriber_preferences().

 Ok, I think I understand. So if I set a whitelist NCOS with a specific
regex and assign this NCOS to a specific subscriber that subscriber will
only be allowed to complete calls matching that regex (correct me if wrong).

 Does this apply to on-net calls also? Is there a way to limit a subscriber
to on-net calling only with NCOS?
