[Spce-user] remove obsolete Billing Profiles and Accounts

To remove an account, in the Admin Panel go to User Administration ->
Subscribers, click Search (refine if necessary), and you'll see the
Account ID next to the subscriber name. Click the id, then click Delete
(the garbage bin).

Billing profiles can not be deleted on the Admin Panel in order to not
screw up any billing/rating process. You can remove them directly in
MySQL in billing.contracts, but only if you know what you're doing (it
might have nasty side effects if the billing contract is still linked
with a peer or an account).
