[Spce-user] CDRs are rated but Spent this billing interval is always 0

In the provision interface you get:

cash_balance type float
               Contains the amount of money the user has at its disposal.
               The value is returned in cent, and may be fractional.
cash_balance_interval type float
               Contains the amount of money the user spent during the 
current billing interval.
               The value is returned in cent, and may be fractional.
free_time_balance type int
               Contains the amount of free-time seconds the user has at 
his disposal.
free_time_balance_interval type int
               Contains the amount of free-time seconds the user spent 
during the current billing interval.

But in the provision interface via soap-xml you can get the voip account 
fees grouped by zones with get_voip_account_fees command.
