[Spce-user] sip:provider Billing questions

Actually, there is a way now.

What I'm doing now is asking for the calls cost by destination with 
function 'get_voip_account_fees' in provisioning interface. Then I can 
make a disccount of seconds or cost by destination, whatever I want. The 
problem is that billing fees have to be configured for that purpose.
