You can do it via peering rules, rewriting the incoming numbers and it will
work for you if you rewrite the number to an already blocked one so the system
returns the correct return code.

That's not how it is supposed to work though. The adm_block_in_list (the other
one is thought for users) would be the way to go. Using a provisioning system,
adding the preferences wouldn't be that hard.

We'll probably add domain level ncos preference in 2.7. But we never thought
that an operator would block incoming calls globally. That's interesting as
it's the first time I see that. Are there any other cases over there?
