[Spce-user] reject call from pstn if callee is not local

Did you create AAA.AAA.AAA.AAA as domain in your "domains" section of the admin
panel? Looks like the system is checking the requested domain and it finds that
it's not a local domain.

We'll try to reproduce it anyways.
