[Spce-user] reject call from pstn if callee is not local

I not create AAA.AAA.AAA.AAA in my domains. I have a domain like "
mydomain.com" but INVITES from pstn comes with IP instead dns.

If i create a domain AAA.AAA.AAA.AAA, the log says "404 Not found" but
caller continue ringing.
