[Spce-user] Call Forwards to use user's CLI

Hi Andrew

Working thanks! Small issue though - I have a call forward specified to a
mobile number 061234567. This goes out as 3161234567 which is not accepted
upstream. Why does it do this whereas that does not happen when simply
dialing a number from the phone?
