[Spce-user] problem logging into provisioning

I am having an issue logging into the provisioning. I have followed the
instructions to the tee and changed the user and pass. I then applyied the
ngcpcfg. If I check the file it is change to the new user and pass but I can
not log in. If I use script : htpasswd -nbs myuser mypassword. I get the old
password. I can't login with it either. I need some guidance.
