In this case if you really do want to use g729 you should add the g729 codec
prompts to the /var/lib/asterisk/sounds/$lang folder instead of trying to do
codec translations.

Patent and licenses are only aplied to trancoding from/to g729. If you don't
need transcoding you're fine.
