Well. I'm not sure if there's a cleaner way of doing this, but I'd say that the
easier way would be a small patch (it would be easy) to rate-o-mat that sets to
0 the costs of every call with 'duration < 4'. After that, you can focus on
30/6 part using the billing profiles.
