[Spce-user] retries of INVITES for session timers

Hi Andrew,

Can I confirm what this value will change? Cant seem to find a conclusive
answer myself.

Is it for how long SPCE/sems will wait for a response before making a
reply ignored, or how long it will wait before sending a retry? (Does it
retry once?)
