[Spce-user] Error in rate-o-mat because no contract balance has been added

Thanks Andrew,

I have opened account details and a rows has been created in 
contract_balances. So, it looks like the problem is what Daniel said. In 
fact, I have set 524366 to rating_status='ok' and rate-o-mat is working 
fine. When I do the upgrade I'll confirm.
