There are different ways of doing this. Depends also if you need features and
billing or you just want plain transit.

I don't know if you already managed to do this but in your case I would do this:

- Create your softswitch as a *subscriber*. 
	* In the alias section put all your did blocks there
	* Allow every callerid in the preferences
	* Set the source as trusted not to auth every call
	* Set a permanent contact not to REGISTER it 

- Create your carrier as peer as usual and put a blank dial rule there so every
  non local call goes there.


Creating a peer and a subscriber has some advantages over creating two peers.
You have more preferences and control over the subscriber than the peer.
