[Spce-user] Billing Profiles/Fees

Little confused on this, every call I make/receive does not get a fee applied to it.  Just trying right now to apply a fee to all calls.  I might be totally wrong here, any info would be appreciated.

This is my config:

Billing Profile:
Interval Charge:  0.02
Freetime: 	  0
Free Cash: 	  0
Monthly Lim	  0
Lock		  none
Currency: 	 $


Bililng Fees
Destination:  	.*
Zone:      	All
Init Rate:	1
Init interval:	1
Follow Rate: 	1
Follow interval: 1


Also I have no outgoing calls recorded in the CDR under the admin interface but in the customer portal they are there. Is this by design or is something wrong.
