Nothing special for the uc500... all my subscribers are in the us so I'm always adding the 1 into sipwise and stripping the 1 out from sipwise.
So my uc500 and any other phone system for that matter that I deal with just gets 10 digits

I think we have it in the incoming dial plan. I will check.
On the rewrite rule did you do something special just for the uc520 or make changes to the UC?

Did you add your DIDs to the incoming dial plan on the cisco box and assign them to a destination.
Also could be your rewrite rules, the phone system wont by default take E.164
