Well, it says it right there:

You need to make sure to have a fee for each and every destination. This 
is a safety measurement for you to not slip through any CDRs which you 
can't bill to your customers.

If you don't care about that, just add a catch-all fee to your billing 
profile, like "." for source, "." for destination and direction 
"outgoing" with a rate of 0.
