[Spce-user] One way speech with SPCE 3.2

If the SPCE is deployed behind NAT with port forwarding you should
configure your public IP address as advertised IP:
ngcp-network --set-interface=eth0 --advertised-ip=x.y.z.w
ngcpcfg apply
