[Spce-user] No PSTN gateways available when using *31* to hide CLIR

I see what happened now. If I use *31* the rewrite rules wont work. I
guess I need to account for the service codes in the rewrite rules as
well, yes?
I thought the *31* would be like a special code and hidden from the
system as soon as it entered.
