[Spce-user] LCR in SPCE?

Hi,

You can bulk-upload a CSV via the panel (since pretty much from the
start) or via REST API (since mr3.4).

You can then enable LCR for peerings by setting "perform_peer_lcr" to
"yes" in config.yml (off by default).
