[Spce-user] Rates Import

Hi all,

working with the billing profile rates import on the admin portal with the new mr3.6.1 found that the old .csv format I have for previous versios of spce doesn't work anymore ...

- Now *_init_interval must be > 0
- When uploading a new .csv file as admin ... the reseler_id must be the first field.

So .. with that in mind, tryed to upload a test .csv with this two basic fees and always get the same error:

"Billing Fee successfully uploaded, but skipped the following line numbers: 1, 2" , so in fact ... nothing imported. The fees_csv have not been changed from the default config, and following the docs doesn't help ...

Why don't have a 'download fees' option ... so you could get a working example of the .csv format ?
