You should do
cp /etc/ngcp-config/templates/etc/sems/etc/ngcp.sbcprofile.conf.tt2
/etc/ngcp-config/templates/etc/sems/etc/ngcp.sbcprofile.conf.customtt.tt2
edit the last file. Find the line called header_list and add your SIP
header there.
