[Spce-user] Fraud protection and fee accumulation not working?

Andreas,

In my research, I found where you had problems with the jitsi change
status and provided the fix to jitsi.  
I am stuck here.  No matter how I configure the jitsi client, I am
unable to get status changes.  All of the examples that I have found for
configuring the jitsi client state to use the UDP protocol for the proxy
connection.  However, when I use UDP as the protocol I am unable to
connect.  I can connect using TLS.  I have tried to capture the traffic
coming from the jitsi clients on port 5060 but ngrep -W byline 5060 does
not give capture any traffic on port 5060.  However, I have REGISTER
entries in the kamailio-proxy.log.  I have not created a dialplan yet.
I can connect to other subscribers.  But I can not get jitsi to PUBLISH
the status changes.  Any help on your part will be greatly appreciated.

"foreign" in this context means non-local from a platform perspective,
so actually everything which is leaving the platform (e.g. to a peer)
and is therefore potentially causing costs for the platform operator.
