Hi,
I found while testing that actually it is enough to enable only INFO method:

and leave the REFER disabled. This will fix the problem with trailing
comma. Still thinking about the proper way to fix this, because kamailio
doesn't allow to modify the same header more than once, all changes need
to be done in one pass.
