That sounds wired :-) So lets try to find the reason.
Can you please share method you used for NGCP installation:

(I suppose it was "Using the NGCP installer", right?)

Can you also share the output of the command:
> mysql -u root ngcp -e 'select * from db_schema; select * from cfg_schema;'
