[Spce-user] SIP peering not charging anything

Hi Daniel

Thanks for this. The requirement is to have no password authentication 
whatsoever, would this be the case with the configuration you mentioned? In 
other words, SPCE needs to route anything it gets from trusted IP, without 
a password or registration.
