[Spce-user] Can a reseller break rate-o-mat with a faulty rate sheet?

This seems to be an obvious improvement, I follow the logic of the
current setup, but the fact that a reseller can effectively break rating
on the whole system by uploading an incorrect costs file just feels wrong.
