[Spce-user] Override NCOS Level

OK - Seems like it would be a fairly simply function to implement from what I can see in the database.
Guess I'll just have to do some wizardry in the DB until the feature exists :)

unfortunately we do not have a "clone" feature for NCOS Level so far.
