[Spce-user] billing - re-rate

Hi,
if the matched billing fee id remains the same yes, you just need to
change the rate_status to unrated in the mysql cdr and the restart
rate-o-mat.

If the fees id has changed, them you should change manually the matching
id in the cdr first, this could be quite tricky to do.
